Soul Harbor Outreach Foundation we are proud to serve men and women that have recently been released from incarceration and are living in a half-way house. Once they have become gainfully employed, SHOF will furnish them with clothing for work and a bus pass.

We believe just because someone has made a poor decision, doesn't mean they don't deserve a "Second Chance."

We hope our services will alleviate some of the burden and make their transition back to life on the street after imprisonment easier, safer, and fulfilling.

Our compassionate team works with clients of all ages and needs, offering customized care plans designed to support independence, promote well-being, and enhanced quality of life. From daily living assistance to specialized care programs, we are committed to providing services that truly make a difference.

About Our Founder and Executive Director
Charles "C.Jay" Cunningham Jr. 

Charles C.Jay Cunningham Jr. was born and raised by both parents on the Westside of Chicago. There were twelve siblings in all, 6 sisters and 5 brothers.

By the age of twenty Charles started to stray his strict upbringing and gravitated towards the echo of the mean Chicago streets, involved in unlawful activities. He recalls many spins on the revolving door, cycling in and out of Cook County Jail.

Amongst other bad behaviors, schemes and scams, Charles learned another trait of the Chicago streets, and that was "drug use". Before long, addiction had it's grasp on this born hustler.

He left Chicago, and ended up in Sacramento, CA from 1984-1989 where he was introduced to crack cocaine.

Charles kept moving and landed in the Pacific Northwest around 1989 or 1990. This time frame is a bit bleak because of his addiction. He attests that he was so high, he honestly doesn't remember. What he never forgot though was how to be a hustler, no matter what it was, the Chicago streets had given him his street degree.

Not long after making his way to the PNW, his life of crime caught up with Charles, and he was inducted into the Bureau of Prisons, hall of fame. He became known as inmate #.

Through the many lefts and rights in and out of the criminal justice system Charles had an epiphany as far as things that needed to change in his life. He wanted more out of life, and through God's blessings he got his life on track upon his release from the Federal Penitentiary.

Despite a criminal record, Charles landed a career with a company voted best employer. He was able to retire from his position as a Transit Bus Operator in 2023.

He believes his calling is to reach back and help those that are in a space in which he once occupied. So, he wants to provide transportation and clothing for re-entry candidates that are housed in half-way houses and recently employed.
